QUEM SOMOS
Desde 2014, a Roberta Lídice Consultoria Jurídica, Pesquisa e Desenvolvimento atua na implementação e gestão de processos nos âmbitos de Ouvidoria e do Canal de Ética, assumindo a responsabilidade end-to-end e ao tratamento adequado às demandas apresentadas, a fim de assegurar ações efetivas e medidas mitigadoras, de caráter preventivo, corretivo ou reparatório, buscando a mediação e resolução de conflitos nas instituições públicas e privadas, promovendo o diálogo entre as partes e a aplicação de metodologias de escuta ativa e negociação, com foco na construção de um ambiente organizacional baseado em princípios éticos, transparência, confiança, justiça, sigilo e responsabilidade.
Nesse sentido, cumpre considerar que, no setor público, a Ouvidoria tem o propósito de aprimorar a Gestão Pública através da participação e conscientização da população sobre o direito de receber serviços públicos de qualidade e um atendimento digno, voltado às necessidades e expectativas da população, estabelecendo uma relação de empatia. Trata-se de um canal de manifestação do cidadão, com comunicação acessível a todos, pautado no respeito à diversidade e livre de preconceitos, sendo um importante instrumento de controle social e defesa dos princípios constitucionais e direitos humanos.
No contexto privado, observa-se que as empresas percebem a necessidade de avançar além dos serviços básicos de ouvir e atender o consumidor, e implementam o canal de Ouvidoria como uma estratégia de gestão, objetivando a melhoria contínua de processos e a excelência dos produtos e serviços oferecidos aos clientes, garantindo sua relevância neste mercado atual e dinâmico, por meio da fidelização e fortalecimento da imagem com a adoção de uma postura institucional socialmente responsável, onde o ouvidor escuta as reclamações e críticas dos clientes — muitas vezes insatisfeitos com o próprio serviço de atendimento ao consumidor — e as encaminha aos departamentos responsáveis para as providências cabíveis, visando mediar a resolução de conflitos e assegurar a tomada de decisões estratégicas, pautadas na segurança jurídica e no alinhamento aos propósitos institucionais.
De forma complementar, considera-se que o Canal de Ética tem por finalidade a detecção e tratativa de casos que apresentam comportamentos antiéticos, condutas criminosas e práticas abusivas que atentam contra a identidade, integridade e dignidade humana, de forma intencional, como preconceito, discriminação, assédio moral e sexual, desqualificação pública de um indivíduo ou grupo, entre outros fatores discriminantes, vexatórios e histórico-estruturais, os quais não devem ser tolerados ou aceitos em uma sociedade justa, inclusiva e pensante. Portanto, faz-se necessário que tais práticas e posturas que não se coadunam com o Código de Conduta, Políticas e Procedimentos da organização sejam denunciadas de forma responsável e analisadas por este canal, o qual atuará em cada caso concreto, trazendo a verdade dos fatos com a busca de evidências e produção de provas no processo, considerando a necessidade de prevenção de riscos que podem impactar negativamente as instituições públicas e privadas.
Assim sendo, ressalta-se a importância de promover, disseminar e implementar a cultura de integridade nas organizações, exigindo o compromisso no cumprimento de leis e regulamentos, visando à consolidação de boas práticas entre os colaboradores, independentemente de nível hierárquico, buscando assim uma gestão mais horizontal, com atuação imparcial, contribuindo de forma efetiva para a mitigação de potenciais conflitos. É a utilização da ciência com consciência (LÍDICE, 2016).
PESQUISA CIENTÍFICA, GOVERNANÇA E BOAS PRÁTICAS ORGANIZACIONAIS
Destaca-se, ainda, a atuação no desenvolvimento e na execução de projetos de pesquisa e estudos, direcionados à análise de temas jurídicos e sociais nas esferas nacional e internacional, tendo por objetivos:
I. Analisar, propor, implementar e monitorar políticas de Ouvidoria em organizações públicas e privadas, orientadas à disseminação da Cultura de Integridade e ao fortalecimento do Canal de Ética como ferramenta estratégica para a consolidação de boas práticas organizacionais, promovendo ambientes institucionais éticos, íntegros e transparentes;
II. Identificar, analisar e desenvolver estratégias de prevenção, acolhimento e atenção às vítimas de violações de direitos humanos e garantias fundamentais;
III. Analisar e exarar pareceres técnicos acerca da relevância da adoção de boas práticas jurídicas e sociais nas políticas públicas orientadas à sensibilização, conscientização, prevenção, proteção, investigação, reparação e erradicação de todas as formas de discriminação e violência praticadas contra grupos em situação de vulnerabilidade;
IV. Ministrar cursos, capacitações e palestras para instituições públicas e privadas, desenvolvidos pela Pesquisadora Doutora Roberta Lídice, com atuação acadêmica e profissional no Brasil e no exterior.
